Boat capsizes in Dibang, 3 missing

ROING, Nov 05: In a devastating event, a boat capsized in the Dibang river, drowning three of its passengers around 11am on Sunday morning. One junior engineer of NHPC Roing, along with two contract employees and two labourers of the company, were returning to Roing from their dam site at Munli (Pathar Camp) when the incident happened.
The small local boat, which is used for fishing by the locals, was carrying the victims and two boatmen across the river when suddenly the boat lost control. Heavy current reportedly was the reason which caused the boat to capsize.
According to police, both the boatmen jumped off the boat and swam to safety, followed by the two labourers of NHPC on board, while the JE and two of the contract employees drifted away with the heavy current of the river.
When informed, the police immediately sprang into action and on the next morning, a team of policemen from Roing police station led by DSP headquarter Habung Hailyang, started a search and rescue mission for the three missing victims.
The division of the Dibang River into number of different streams and the high currents reportedly made the search operation inconvenient. Later in the evening, a helicopter which was part of the search and rescue operation spotted a body, but because of the inconveniences, the body couldn't be retrieved. On Monday, the police team, with the help of ITBP swimmers, were able to fish the dead body out of the water but again, weren't able to bring it along.
On the next day, OC Dambuk along with his team helped to bring the body back to Roing, which was identified as one of the two contract employees, police informed.
The National Disaster and Relief Force (NDRF) team arrived today and have already started work on looking for the two missing victims along with Dambuk OC and his team.
The Roing police, Dambuk police and the NHPC are still looking for the missing people.
Meanwhile, the NHPC authorities stated of speaking on the incident only after a full and final survey of facts and findings was done.
ITANAGAR, Nov 05: City Police claimed to have busted a racket of extortionists with arrest of four of its members from market areas of Itanagar and Naharlagun.
A special team of Police from Itanagar Police Station under the supervision of SDPO Bomge Kamduk arrested four persons, who were reportedly extorting money from Itanagar and Naharlagun market areas in the name of National Liberation Council of Taniland (NLCT). The arrested persons have been identified as Nabam Yani, (33) from Mengio, Khoda Taji (34) from, Palin, Kurung Kumey, Bake Kepo,(20), from Sangram, Kurung Kumey, Giogi Rock Bhai, (20) from Sangram, Kurung Kumey, informed City SP Seju P Kuruvilla.
Police also recovered 60 NLCT letter pads, one kg of Ammonium Nitrate, eight electronic detonators, one timer device, one 0.315 Rifle with 7 live cartridges from their possession during house raids.
The SP informed that the arrested extortionists were not members of NLCT. But, they were trying to extort money from the market areas in the name of NLCT.
The Police team also seized two Maruti cars used by the criminals for extorting money. The Police team has also seized literature material of National Socialist Council of Nagalim (NSCN) and United Liberation Tribal of Arunachal (ULTA).
Multiple cases of extortion have been registered at various Police Stations of Capital Complex and all the accused have been remanded to Police custody for further interrogation.

After conveniently keeping the people of North East India from appearing anywhere near the visiting Chinese Prime Minister in September, the centre is now grappling with growing racist attacks on citizens from the region.
The attacks had minimised to an extent after the horrific murder of Nido Tania in Delhi early this year, but it did not last long.
Ugly head of racism has risen again to confront the people belonging to the region.

In one case, a law student was molested by a lawyer while she was travelling in a metro. While the case was being heard at the court, the girl was beaten up by lawyers who wanted her to withdraw the case.
More recently, in Bangalore, a student from Manipur was bloodied because he did not speak Kannada while in the same city, a couple from Nagaland was not only allegedly labelled as foreigners but also misbehaved with.
In Gurgaon, one of the two boys assaulted, had his hair shaved by the attackers. How does one even begin to explain such atrocious behaviour? The police, in this case has categorically said that there were elements of racial discrimination.
Such glaring instance should prompt the government to do something. The country can’t afford to remain a mute spectator to the problems facing the people of the North East.
The MP Bezbaruah Committee formed after the death of Tania to look into various concerns of the people of North East living outside the region had already submitted its recommendations in July. But it is yet to be implemented. Some of the suggestions includes an anti racial law and inclusion of a chapter on the region in the school level text books.
In a step forward, the Delhi University has announced short term courses on languages from the region. The introduction of languages is for a different reason altogether but nonetheless it is on the right direction.
Meanwhile, with centre set to improve the connectivity in the region, it is hoped that people from rest of the country will at least find it easier to access the region and their understanding of the diversity of the country will increase. We have to prepare our fellow citizens to start accepting the fact that Indian is a multi racial country and everyone has equal rights and opportunities.
There have been demands that young people adhere to a certain social standards as practised while they are outside the region. Yours truly do not understand what kind of change it is going to bring in people who are already morally corrupted and discriminating. How we behave, what we wear is not going to help contain racial discrimination and attacks.
We have to accept that a person who has grown up eating bamboo shoots and fermented soya bean would not like to eat Dal or Chapatti on a daily basis. The same goes for Dal or Chapatti eaters.

Alleged merger rumour a political propaganda: APCC
ITANAGAR, Nov 05: The Arunachal Pradesh Congress Committee (APCC) has termed the news wherein it was reported that there is rumour of possible merger of present Congress government with the BJP as a political propaganda.
In a release, it claimed that it is nothing but a political propaganda to dislodge the hard earned image of the Congress party and to confuse the masses.
The memorandum submitted by the unsuccessful candidates of the state BJP unit to their National President for intervention to disallow any such possible merger reflects indiscipline within their party. It is a deceitful publicity with an intention to create public rumours of dislodging the powerful Congress govt. in the state, it held.
The Congress party accepts the national mandate, the committee said, adding however, the mandates given to the Congress party in the state should be honoured in democratic spirit by the BJP state unit without resorting to such political gimmick for the greater interest of the state.

BJP disowns statement of contested candidates
Itanagar, Nov 05: Reacting to the news item regarding alleged rumour of possible merger of Congress Government with BJP in the state as apprehended by some BJP contestants in the last simultaneous elections in the state, the State BJP today said that “This is a matter of personal concern and grievance of those candidates who fought election on BJP ticket.
“It appears from the news item that, it is personal concern and grievances of some contested candidates on BJP ticket during the simultaneous polls in the state in April 2014,” BJP Spokesperson Techi Necha stated in a release.
“Neither the party has anything to do with the dissidence or stability within the Congress Government in the state nor has it any interest to interfere in the internal matter of that party,” the party spokesperson said.
“But the Congress cannot befool people of the state and it must fulfill the hopes and aspirations of people, who gave their mandate for a good and performing government to protect the people’s interest and faster development of the state.
“The allegation of the Congress leaders stating that the BJP is concocting stories of merger to destabilize the Congress Govt. is nothing but desperate attempt of the ruling party to divert the attention of the public, the failure of Congress Govt. on all fronts,” Necha added.

Spelling out initiatives to provide an atmosphere that is conducive to the civil servants, Tuki said the government is determined to provide fix and secure tenure to the officers performing efficiently in delivering public services. The State has already constituted Civil Services Board (CSB) for the officers of Indian Forest Service this year. It has started functioning which is mandated to provide fix two years tenure to the officer in normal circumstances. The CSB for IPS officers is already functioning and now the government is actively considering constitution of CSB for IAS officers.
“I have also given instructions to concern departments to ensure timely filling up Annual Performance Appraisal Report (APAR) of civil servants so that no one is deprived of their legitimate claim to further promotion in higher grade,” he informed, adding that government has fully implemented the SPARROW Project of Ministry of Personnel, Public Grievances and Training which is devised for online filing of APAR of IAS officers.

ITANAGAR, Nov 05: Health & Family Welfare Minister Kalikho Pul flagged off 13 Vaccine Vans received from Govt. of India at the office premise of the Directorate of Family Welfare, Naharlagun today.
Twelve out the 13 vaccine vans will be allotted to districts while one van will be allotted to the state headquarter.
The State has already received 5 such vans during 2013-
The vans will be used for collection and delivery of vaccines and logistics under routine immunization programme to ensure availability of vaccines and logistics at all the facilities at any point of time. The van at the State headquarter will be used for collection of vaccines from Guwahati airport as the vaccines required for the State are airlifted from Kolkata up to Guwahati.

Resume door to door LPG delivery: DFCSO
ITANAGAR, Nov 05: It has been pointed out by the ‘higher authorities’ that non-
Addressing the LPG distributors and dealers of Capital Complex in coordination meeting here today, the DFCSO directed all four regular LPG distributors to ensure home delivery of LPG cylinders on advance booking as per first come first serve basis. He informed that consumers are entitled to get a rebate of Rs.16.50 per cylinder if home delivery provision is not availed by them, he said adding that the Government has taken the matter very seriously and asked the department to take punitive action in this regard.
All the LPG dealers have agreed to start home delivery from November 10. However, LPG dealers under RGGLV scheme like one located at Banderdewa does not have home delivery provision as per licensing policy of petroleum ministry, GoI.
The current rates of LPG cylinders are Rs. 441 (subsidized domestic cylinder), Rs. 984 (non subsidized domestic cylinder) and Rs. 1705 (commercial cylinder), Bengia informed.
The DFCSO appealed to all the LPG consumers of Capital Complex to cooperate with the LPG distributors as home delivery service was discontinued after incidents of snatching of LPG cylinders without payment and manhandling of drivers as well as salesmen by some miscreants in the past. However, this has been viewed very seriously and actions will be initiated against wrong doers in the future, added.

Nature study orientation workshop
ITANAGAR, Nov 05: Arunachal Pradesh State Council for Science & Technology (APSCS&T) organised a three days “Nature Study Orientation Workshop and Camp” for students at Govt. Higher Secondary School, Aalo, West Siang last month.
The basic objective of this camp was to create awareness among the student on bio-
45 students and seven teachers from various schools of Aalo participated in the camp.
A series of activities like lectures, demonstration, hands on experiments, nature walk, field study etc. on biodiversity, water, soil conservation, resource management, ecology etc. were conducted for the participants during the camp by experts and resource persons from NCSTC, Vigyan Prasar, DST, Guwahati, Imphal College, Manipur and Manipur Nature Cure and Yoga Hospital, Khullen, Manipur.
Hands on experiments were conducted for identification and classification of plants, soil and water classification, tree profile, preparation of herbarium, fun with plants, green house etc., nature games. Group discussions were also held.
The student participants were enthused to learn the basic principles of nature, science by doing the experiments which provided them an opportunity to nurture their curiosity, build temperament in understanding nature and application of science for balanced, sustainable development and conservation of biodiversity without disturbing the nature.
Arunachal Pradesh State Council for Science and Technology since its existence has been thriving towards popularizing and communicating science and technology among various sections of the societies for generating scientific awareness in the state and this workshop organised with support from Vigyan Prasar, Department of Science & Technology, Govt. of India, was a step towards in this direction.
The participants expressed their views on the workshop with their feedback on the concluding day.
The workshop, camp was coordinated by Dr. Debajit Mahanta, Joint Director, APSC S&T.

He said that intensive participation at Gram Sabha and planning is mandatory under the Scheme.
Changlang Zilla Parisad Chairperson, Marina Kenglang while requesting the participants to clear all doubts during the programme she also urged them to share their knowledge and create mass awareness to ensure intensive participation from the villages in planning process. She observed that right information to the villagers through Gram Sabha is must to identify genuine schemes. Preference should be given to community asset creation schemes, she added.

ALYA seeks stoppage of project
ITANAGAR, Nov 05: The All Leel Youth Association (ALYA) has expressed displeasure over the connection of water supply to Sangram town from Kuye river and sought cancellation of the project.
In a release, it said that the PHE department Sangram division has come up with the water connection from the river without consulting the villagers.
Kuye river, which already has a 50 MW hydel project running on it, is not even sufficient to run the hydel, how will it supply water to the whole Sangram town, it said expressing concern.
IMC ward 17 bans earth cutting
ITANAGAR, Nov 05: The Ward no. 17 of Itanagar Municipal Council (IMC) has banned earth cutting and unauthorized occupation of forest land and cautioned that anyone seeking to develop their land will have to take permission from the Capital Magistrate and the councilor of the concern ward.
It has also banned cutting of timber, collection of boulders, hunting and fishing under its jurisdiction.
It further warned that anyone found indulging in such activities will be fined heavily and will be arrested.

Let justice prevail
National Human Rights Commission on Wednesday sought reports from the defence ministry and local authorities in Jammu & Kashmir over the killing of two youths in Army firing in Budgam district two days back. The commission issued separate notices to the defence ministry and Budgam police about the incident, which triggered strong reactions in the Valley. Though, late this action by NHRC should help to calm the situation in the valley. The unfortunate killing of two youths has triggered massive protest throughout the valley.
The Army has already ordered a court of inquiry into the firing. Defence minister Arun Jaitley had termed the incident as highly regrettable while the home ministry has also sought a report from the state government in this regard. It’s time army be accountable for such killing. Using Armed Forces Special Forces Act as shield army is alleged to have carried out such killing in J&K and NE region. Union government need to understand that by giving army free hand, they are only alienating locals of J&K and NE region from rest of the country. If not humanely dealt, such incidents will widen the gap. Hopefully the two innocent youth will get justice and those killers be strongly punished.

Treat tourism as an industry
Dear Editor,
Through your esteemed daily I would like to request state's Tourism department in particular and state government in general to get more innovative and start a new chapter of tourism in our state. The present plans are good but there is lot of scope to exploit the state's tourism potential in various ways as Arunachal Pradesh is now gaining acclaim world wide as one of the richest biodiversity and heritage spot.
In such context the tourism department should move in an innovative way and make rich biodiversity spot, a major tourism attraction. Tourists from across the world will visit our beautiful picturesque mountains, unexplored passes and tranquil lakes. And in such locations government should build guest house with all the modern facilities. Proper security should be made available including medical aid.
The state government should realize that time has come to treat tourism as an industry in the state. By treating tourism as an industry state like Sikkim have gone way ahead of us. I hope we also would be able to make similar move in days to come.

College, Registrar of Rajiv Gandhi Central University, Director of undivided School Education, Director of North Eastern Regional Institute of Science and Technology and retired as Director of Higher & Technical Education on 31st Oct’2014.Perhaps this unique record will never be broken by any one of the tribal officers in the days to come. He has been the man of most multifaceted personality and a dashing officer throughout his tenure. Moreover, he is also a proud father of an IAS officer son, professor daughter and engineer son. Thus he has given this state some assets in the form of his children and deserves the best father award if any from the people friendly government of Arunachal Pradesh sooner or later.
I have strong conviction that even after retirement, man of his caliber and stature will certainly take up some innovative ventures through which he will inculcate the sense of Brotherhood and Love for each other in the mind of youngsters of the state. His guidance as well as untiring efforts will remain continues for the reformation of our societies to justify this land of rising Sun as peaceful state in the days to come.
Though I also attended the historic memorable farewell evening at famous Banquet Hall but could not participate in the deliberations to say a word in his honour and I became unfortunate.

Repeated robbery incidents cause of concern
Dear Editor,
Through your esteem daily paper, I would like to draw attention of the govt of Arunachal Pradesh (home ministry) and various organizations towards the news item carried in your daily under the headline, “Arunachalees robbed by suspected NDFB, ULFA militants” on 1st November 2014. The office of home minister, govt. of Arunachal Pradesh should raise the issue of highway loots/robbery taking place at Assam especially in Sonitpur district during night hours with its counterpart. Many such incidents go unreported because the robber threatens the victims of dire consequences. Every organization be it AAPSU, ANSU, NES etc should come together and pressurize the govt. to talk with its counterpart to ensure the safety of Arunachalee travelling through this route. The people of East Kameng, West Kameng and Tawang districts, who constantly pass through Sonitpur district area, are the worst victim of such crime.
If the Sonitpur district administration does not obey the direction of the home ministry
of Assam by taking immediate measures to check robbery along NH-

Men in uniform’s dadagiri
Dear Editor,
Through your esteemed daily, I take this privilege to place my grievance against few men in khaki uniform. After tiresome work, I was on my way to home in my poor car. In Abotani colony area there is a narrow iron bridge in which the vehicles coming from one side has to wait for those coming from the other side to pass/cross. By the time I was in the middle of the bridge, I heard a siren presumably coming from a far distance. Hence, with ease I moved forward to cross the bridge.
When I was just at the edge of the bridge, a Maruti gypsy bearing reg. no.AR01C 6246 came like an angry bull. Seeing this I pressed the brake. The Maruti Gypsy was filled with men in British legacy Khaki Vardi. I was at the edge of the bridge to cross whereas; the Maruti Gypsy was about 2 metre away from the bridge. I shouted, "Main pehle Aya." At this, one of the men in khaki uniform shouted back, "Siren sunai nahi deta hey kya. Pichey hato." Though not a bit scared of them, I pressed my reverse gear and drove back. I observed their face when they crossed. Some had feeling of guilty while rest/majority had a face as if they had achieved something great by harassing this lean and thin guy.
My questions to the men in khaki are as follows:
1. Whether blowing of siren is necessary/mandatory in each and every main roads and sector roads?
2. Whether siren can be blown when there is no VIP with them?
3. Whether VIP’s are always in emergency?
4. Why men in uniform are mostly arrogant especially when they are moving with VIP’s?
5. When will police reform be implemented?
6. During training along with basics of IPC, CrPC, Police Act etc., when will moral education of kindergarten be introduced in their training?
7. I was told to back off. What would the same police wala do if in my place there was a superior police officer or so called some VIP's?
8. I thought of taking photograph of the Maruti gypsy along with the photographs of police walas. Just tell me as an aam admi, what would happen if I got down and took photographs? Would I be successful in taking photographs or would I be bashed up? Janta knows the answer. Hope someone sitting on top may discipline such wardi walas.

Through your esteemed daily, I would like to draw attention towards the road connectivity
problem faced by the people of H-
Most of the people depend on this road especially during emergency cases. Also many employees reach their office late due to bad condition of road.
Therefore, I request concern sector welfare member and word councilor to kindly look into this problem and as soon as possible try to renovate the road for betterment of the residents.
